“This is a major step forward for criminal justice reform in New York State. The adult criminal justice system is not developmentally appropriate for most adolescents – we can, and we must, do better.
“Having served on the Governor’s Commission on Youth, Public Safety and Justice, as well as the New York City School-Justice Partnership Task Force chaired by the late Chief Judge Judith S. Kaye, I have long advocated for a common-sense update to our penal law. With this important reform, New York is now joining the rest of the country in instituting safer, smarter, and ultimately more successful interventions for teenagers.
