STATEMENT BY CY VANCE ON ROCKEFELLER DRUG LAW REFORM

 

“For too long, New York State has been tough, but not smart, on drug crime.  I have always believed treatment was more effective than harsh sentencing when it comes to low-level, non-violent drug offenders, so I strongly support the reforms that Governor Paterson has announced today.

Reform of the Rockefeller drug laws has long been a top concern of mine, as a prosecutor, defense attorney and appointee to the New York State Commission on Sentencing Reform. As a member of the Commission, I studied the laws and helped devise the blueprint for the wholesale changes that are being adopted today. It was an honor to be invited to the bill signing ceremony today and be surrounded by so many dedicated advocates, community leaders and elected officials.

I have a personal understanding of the negative consequences of these draconian laws, because as a defense attorney, I saw how they perpetuated the cycle of crime, ruined families and did nothing to treat addiction.

Today’s announcement serves as a break in the cycle. Thanks to these reforms, non-violent drug offenders will now be able to receive treatment, become rehabilitated, and re-enter society as contributing taxpayers.

I applaud the Governor and the legislature for making these important reforms.”
